We were very scandalized by reading the Communiqué of July 30th, 2024 sanctifying the Second Session of the Ministerial Meeting between the Democratic Republic of Congo (DRC) and the Republic of Rwanda on the security and peace situation in the DRC. This press release arrived only three days before the Commemoration of the GenoCost which reminds us to end all impunity and demand for strong commitment of the non-repetition.  It appears that the following decisions were taken:

  1. Ceasefire (They agreed on a ceasefire between the conflicting parties in the East of the DRC, which will come into force on Sunday August 4th, 2024 at midnight, local time, supervised by the AD-Hoc Mechanism of verification “enhanced by intelligence experts from the three countries and other entities, as appropriate
  2. The operationalization of the FDLR Neutralization plan; and

iii.     The development of a Forces disengagement plan.

Being witnesses, victims and beneficiaries of these three decisions, we currently observe that the real beneficiaries who applaud these decisions are: The United States of America, the European Union and the United Nations and unfortunately not the Congolese people, neither Rwandan refugees who are the real cause of this Rwandan barbarity.

We then take this opportunity to provide the following:

  1. From the ceasefire:

We reject this so-called ceasefire which contributes nothing, it would not resolve the humanitarian crisis in the Internally Displaced Persons (IDP) camps, it does not facilitate the free movement of people and their goods, it does not allow IDPs to return to their villages which will still be occupied by the M23/RDF, and it does not restore the authority of the Congolese State in areas under M23/RDF control. We recall that we need the end of the war and nothing else, unfortunately the Congolese population has refused to cohabit with M23/RDF which would apparently be the aim of this ceasefire.

We bring to the attention of any person and we warn any attempt to deploy Rwanda Security Services on Congolese territory whatever the pretext may be, the Congolese government should know that in the past years we had fought against this plan of maintain Grand Kivu as a Protectorate of Rwanda.

  1. From the operationalization of the FDLR Neutralization plan:Let us express our total and repugnant disapproval of the approach taken by the Congolese Government which, by accepting the existence of the FDLR in the DRC and even presenting a whole Plan for their Neutralization, has just fallen into the much feared trap of the bloodthirsty regime of Kigali, namely to make the FDLR their one and only business both regionally and internationally.  We recall that the so-called FDLR are Rwandan refugees seeking protection on Congolese territory since 1994 until now and the DRC owes them this protection. We are extremely concerned to observe that the DRC is the only country in the world that sends refugees to Rwanda and this continues even during this regime of Felix Tshisekedi, this should stop, and continue to expose refugees to risks and make these refugees a subject of political exploitation constitutes a crime against humanity whose perpetrators either in Kinshasa or in Kigali should no longer continue to enjoy impunity.

Indeed, for the Kigali Regime, the FDLR constitutes its business with the International Community to justify its aggression against the DRC which is accompanied by a systematic pillaging of the natural resources of our country. We are closely following the European Union’s groping’s on just a simple question that we recently raised in a public debate: “Where are the FDLR in North Kivu?” »

Recognizing the existence of the FDLR in the country and committing to neutralizing them is the biggest stupidity committed by Congolese Diplomacy, especially since for Rwanda the FDLR are within the FARDC and our valiant Wazalendo (patriots) and that together they constitute what the Kigali regime describes as “Genocidal Forces” against which Rwanda has the right to pursue them both within its borders and abroad. On the other hand, refusing the existence of these refugees in the DRC who are called FDR would be just a way of perpetuating the Rwandan aggression which has already lasted a long time since 1996 until now. We warn against any initiative seeking to make people believe that the Wazalendo would be a metamorphosis of the FDLR as we seem to understand.

Who is unaware that for RWANDA there is no distinction between FDLR, FARDC and Wazalendo and that all are placed in the same bag and treated as genocidaires constituting a permanent threat against this country?

Who is unaware that Rwanda itself had in the past the opportunity to officially carry out, with the agreement of the Congolese Government, several military operations to track down the FDLR (operation Umoja wetu among others,

Who is unaware that the FLDR were militarily defeated by Rwandan troops on Congolese territory and that even simple Hutu refugees were massively massacred both during the AFDL period and by all the other rebellions shaped by Rwanda?

Who does not know that Rwanda heavily infiltrated the UNHCR, MONUSCO, CNR and other security agencies in the DRC to repatriate the FDLR to Rwanda and curiously when we fail to show that people are FDLR we are presented simple and poor refugees as FDLR,

Who is unaware that the United Nations Mission in Congo through its DDRRR – GUTAHUKA program had to repatriate thousands of these FDLR and their dependents most of them were vulnerable poor refugees who were baptized in the name of FDLR?

Who is unaware that currently the Territories of Rutshuru, Masisi and Nyiragongo are occupied by the M23/RDF and yet we were told that these territories would constitute the stronghold of the FDLR, currently where would the FDLR be in the city of Goma, Butembo and Beni? As well as in the villages of Walikale, and Lubero?

Where would these FDLR be who would continue to constitute an eternal threat against the power of Kigali? Are these FDLR spontaneous generation so that they continue to multiply endlessly despite all the hunts, killings and other repatriations to which they have been subject in the past? How many are these FDLR and why not present a list to the DRC Government?  Who should have better information about FDLR beyond we the people in the communities where they are supposed to live?

In response to all these questions, the entire Congolese people say that the FDLR is a red herring and an eternal alibi of Rwanda to justify its aggression and its indescribable crimes committed in our country. Nothing can justify Rwandan aggression on Congolese soil and Rwanda must account for this human barbarity. And anyone who dares to justify Paul Kagame’s adventure will also be considered an enemy of the Congolese people.  You cannot tell us that more than 12 million Congolese have to be massacred by Rwanda in the name of FDLR and that we should understand that.

This blunder in our Diplomacy therefore legitimizes the Rwandan aggression and gives solid arguments to the Rwandan aggression and their accomplices to continue their invasion of the Congo by continuing the massacre of the Congolese people, the massacres against refugees as well as the looting of our minerals, in the name of hunting FDLR.

iii.     Developing a Forces disengagement plan:

Several gray areas and questions deserve to be raised and on these points the Mediator as well as the Congolese Government owe us explanations:

– Which forces are we talking about here: FARDC and RDF? FARDC – M23 – AFC – RDF – UPDF – SAMI SADC – MONUSCO? And above all, this would not also be a guarantee for peace if nothing is done against the militarization and politicization of refugees in Rwanda, Uganda and Kenya.

– Disengagement to leave the freed spaces under whose control?

– Are we not trying to witness the creation of the famous buffer zones which would be placed under the control of so-called neutral forces and thus escape the control and sovereignty of the DRC and thus materialize the balkanization which is always targeted by neighbors and several international powers?

Faced with all of the above,

– We join the opinion of the entire Congolese people, refuse and reject in bloc all these decisions and others to come in the direction of legitimizing Rwanda’s aggression by endorsing its eternal alibi;

– We pray to His Excellency the President of the Democratic Republic of Congo, Guarantor of the Nation to:

  1. In the same way and with the same ardor that he dismissed a manager of a public service on the grounds that he had entered into negotiations in Uganda to the disadvantage of the country, to also immediately dismiss the entire Congolese Delegation present in these foundations of shame of Luanda for high treason: instead of demanding the unconditional withdrawal of Rwandan troops from Congolese territory, this delegation has just granted a blank check to Rwanda to continue its murderous adventure on the soil of our ancestors ;
  2. To take all necessary measures to strengthen our Diplomacy which remains weak and in its infancy, giving in to pressure and intimidation from a small State like Rwanda and which finds it difficult to distance itself from international lobbying against the DRC;

iii.     To take into account the expertise and especially the knowledge as well as the perfect mastery of armed conflicts and wars affecting the country of Civil Society. It is unacceptable to have in delegations for such sensitive issues people who know nothing about all the wars that have ravaged the country. Civil Society in the East is ready and willing to put at its disposal men and women with proven skills who will have no trouble deconstructing their lies in front of the delegates from Rwanda because they are living witnesses of everything that this neighbor country has been doing damage to our Nation for decades, instead of sending people who are only interested in mission fees and who know nothing of the realities on the ground here in the East.

  1. To put in place measures for the effective protection of each Rwandan refugee on Congolese Territory, because this is the only way to put an end to the FDLR pretexts, protect Rwandan refugees and then we will see who will be the FDLR we are being told about, and this involves the establishment of a new government structure, a law and credible human resource to take care of refugees in the DRC,
  2. To deploy our Army to secure our borders as well as the security of Congolese citizens, a small country like Burundi faces Paul Kagame, why not the DRC,

To the National Representation (National Assembly and Senate): to quickly take up this issue and reframe the Congolese Government in order to put an end to this avenue of evil and balkanization which is being widely opened for Rwanda, their deputies as well as their sponsors at all levels,

It is up to the Congolese population from East to West, from North to South to rise up and stop treating this war as a war in the East of the Congo, but rather a war which concerns our entire dear Republic: The Nation is in danger, let’s stand up and mobilize,
