We humbly present you this document which was recently in Luanda Angola by the Democratic Republic of Congo and the Republic of Rwanda to end war and violence in the Democratic Republic of Congo. The security of Congolese cannot depend on the good will of President Paul Kagame but on the capacity of the state to ensure the security and protection of its people.
