Vital Kamerhe, the Speaker of the Speaker of the Parliament in the Democratic Republic of Congo

COMMUNIQUE: WE TAKE A POSITIVE NOTE OF THE ANNOUNCEMENT OF THE DEMOCRATIC REPUBLIC OF CONGO SPEAKER OF PARLIAMENT VITAL KAMERHE INTENTION TO INTRODUCE TO THE PARLIAMENT LAWS TO REGULATE REFUGEES AND INTERNALLY DISPLACED PERSON, Find out the attachment here NO 20 JULY 2024 ABOUT REFUGEE AND IDP POLICIES IN DRCONGO

Information on our possession indicates that on July 22nd, 2024 during a meeting with the UNHCR Country Representative Angele Dikonge, the DRCongo Speaker of Parliament announced his intention to introduce to Parliament laws to regulate Internally Displaced Persons and Refugees in the Democratic Republic of Congo.

We strongly support such intentions and now waiting to see these policies being made priorities. DRC does not have a law on Internally Displaced Persons, while the 2002 Refugee Act is part of the problems which this country has to address by introducing a new law that will ensure the effective protection of refugees and the promotion of their rights.

The lack of a clear policy governing refugees in DRC is part of the challenges DRC has faced over the years and also one among the solutions to the current wars and violence in Eastern DRCongo.

We strongly believe that regulating refugees and putting in place a better management of refugees will restore peace in DRC at 40%, this will end tension between DRC and Rwanda and at the same time end tension between refugees and Congolese on the issue of nationality.

We therefore get this opportunity to call upon all actors working on refugee issues to help DRC to get better refugee policy and all actors of development to support this great initiative.

We humbly call upon donors and people of good to financially support various advocacy activities which will yield fruits of the New Refugee Policy in the Democratic Republic of Congo.

We continue deploying all our efforts for these two policies to become a reality in order to impact positively the lives of refugees and Internally Displaced Persons.
